how much would it cost me to get the rights to this game. i think with a new 3d engine that included new texture and a smarter infantry behavior, this game can be revived.
While I applaud your line of thought, I suspect that this may be more expensive than you think, and may come with conditions you (we) would not like. Are you familiar with what S3T have done with Close Combat?

No other company is currently making any game remotely close to what they are doing. the exception maybe Theater of war.

I would have said the exact opposite, that 3D tactical gaming is actually quite a crowded market. Presumably commercial success would depend on innovation and putting clear blue water between yourself and the opposition.
i am a sales guy and have played all the major war games of the past 20 years. I know that there is a market of these kind of games.
Do you happen to know if realism sells? Is there really a "grognard market" out there?
I know nothing of sales and marketing but this is an interesting area. I would have though that grognards would make quite difficult customers: grumpy old guys; sticklers for detail; moaning and mean. Far easier to take money off teenagers and idiots
... hence the direction of current game development.
